North Korean leader Kim Jong Un on November 29 declared the nuclear force complete after the test of North Korea's largest-ever ICBM test, which the country said puts all of the United States within range.
"We define this "sanctions resolution" rigged up by the USA and its followers as a grave infringement upon the sovereignty of our Republic, as an act of war violating peace and stability in the Korean peninsula and the region and categorically reject the "resolution", North Korea's foreign ministry said in a statement.
Hua said the new United Nations resolution emphasizes "not inflicting adverse humanitarian impact" on North Koreans and not affecting regular economic activities, humanitarian assistance and the activities of the diplomatic missions in North Korea. The U.N.'s top envoy to North Korea, Jeffrey Feltman, said this month that he was "deeply worried" about the prospects of a diplomatic solution to the crisis after meeting officials in Pyongyang. "Isolation and pressure must give way to dialogue and talks".
"In searching for the recognition of its status as a de facto nuclear-possessing state, (the North) would explore the possibility of negotiations with the U.S". China's ambassador warned against "tough posturing and confrontation".
China, with which North Korea does some 90 percent of its trade, has repeatedly called for calm and restraint from all sides. There was no immediate reaction from the White House or North Korea to the South Korean prediction.
"North Korea may continue to advance its nuclear and missile capabilities while searching for an outlet externally", the ministry said in its predictions for North Korea in 2018.
In a bid to further choke North Korea's external sources of funding, Friday's resolution also calls for banning North Korean exports of food products, machinery, electrical equipment, earth and stone, covering items such as magnesite and magnesia, wood, and vessels. The threat from Pyongyang has come under increased focus in 2017, as North Korean leader Kim Jong Un presided over significant advancements in the country's long-range missile and nuclear weapons program.
North Korea's foreign ministry said the USA was terrified by its nuclear force and was getting "more and more frenzied in the moves to impose the harshest-ever sanctions and pressure on our country".
In addition, the resolution subjects the Ministry of the People's Armed Forces and 16 more North Korean individuals to a global asset freeze and travel ban.
